The Police have arrested a 35-year-old man for his suspected involvement in a case of indecent exposure.
On 12 March 2023 at about 5.25pm, the Police received a report that a man had allegedly exposed his genitals to a woman along New Upper Changi Road.
Through ground enquiries and with the aid of images from Police and CCTV cameras, officers from Bedok Police Division established the identity of the man and arrested him on 14 March 2023 in the vicinity of New Upper Changi Road. Preliminary investigations revealed that the man is also believed to be involved in at least two similar cases. Police investigations are ongoing.
The offence of indecent exposure under Section 377BF of the Penal Code 1871 carries an imprisonment term which may extend to one year, a fine or both.
The Police will deal with offenders who threaten the personal safety of others in the community sternly, in accordance with the law.

Public indecency
Public indecency, is a serious offence in Singapore. It is defined as the act of exposing one’s genitals or engaging in explicit acts, in public places or in the view of others.
Under the law in Singapore, indecent exposure is classified as an offence of outraging public decency. The penalties for committing such an offence are severe and can include a fine, imprisonment, or both. Offenders may also be required to undergo mandatory counselling or community service as part of their sentence.
The penalties for indecent exposure in Singapore depend on the severity of the offence. For instance, a first-time offender may face a maximum fine of SGD $2,000 or imprisonment of up to three months. For repeat offenders or those who commit more serious offences, the penalties may be more severe. Offenders who engage in explicit acts in public may face a maximum fine of SGD $10,000 or imprisonment of up to two years.
