MAN ARRESTED FOR OUTRAGE OF MODESTY

The Police have arrested a 43-year-old man for his suspected involvement in a case of outrage of modesty.

On 1 October 2023 at 3.57pm, the Police received a report that a woman was allegedly molested by a man along Yishun Ring Road.

Through ground enquiries and with the aid of images from Police cameras and CCTVs, officers from Woodlands Police Division established the identity of the man and arrested him within two hours of the report.

The man will be charged in court on 3 October 2023 with outrage of modesty, punishable under Section 354(1) of the Penal Code 1871. The offence carries an imprisonment term of up to three years, caning, a fine, or any combination of such punishments.

The Police have zero tolerance towards sexual offenders who threaten the personal safety of the community. Offenders will be dealt with sternly in accordance with the law. The Police would also like to urge members of the public to remain vigilant and to report the matter to the Police immediately, if they witnessed an incident of outrage of modesty, or are aware of someone being a victim of outrage of modesty.

  3. Melvinder Singh Gurmit Singh (31): Accused of two counts of molestation, allegedly committed in either 2012 or 2013.
  4. Wang Shitao (49): A Chinese national facing three molestation charges.
  5. Spencer Tan Peng Chua (58): Tan faced the most charges among all the men, including molestation and assault allegations.

The Specific Allegations

The allegations against these individuals vary in terms of time, location, and severity.

Spencer Tan Peng Chua

Spencer Tan Peng Chua is facing 6 charges which include molest and assault, he is accused of striking a woman’s face with his elbow at a bus stop near Tanjong Katong Complex on November 1, 2022.

He is also alleged to have molested a woman in Sam Leong Road near Jalan Besar at around 5.30 pm on March 28, 2023, although it wasn’t made known if the molest and assault victim(s) is(are) the same person because the victim’s identity had been redacted.

Wang Shitao

In Wang Shitao’s case, he faces three molestation charges related to his work as a masseur at Wan Lin Healthcare Centre at the Fu Lu Shou Complex shopping mall.

One of these alleged incidents occurred during a massage session with a 29-year-old woman between 3.45 pm and 4.30 pm on February 1, 2023.

Melvinder Singh Gurmit Singh, on the other hand, is accused of two counts of molestation that supposedly took place in either 2012 or 2013. The exact details of these incidents have not been disclosed.

Butt Muhammad Abdullah stands accused of molesting a 30-year-old woman on 2 September at about 3am, at Marquee Singapore, a nightclub at The Shoppes at Marina Bay Sands.
