67 Y.O MAN CHARGED FOR FORGERY, “LOWEST QUOTATION” & UNDERTABLE MONEY

Four men, aged between 42 to 67, were charged in court on 31 January 2024 for their alleged involvement in creating or submitting false procurement documents relating to the development of Our Tampines Hub (“OTH”), a project under the People’s Association (“PA”).

The 67-year-old man was charged for forgery offences under Section 465 of the Penal Code. At the material time between October 2017 to June 2019, he was a Facilities Manager of the then-term contractor engaged by PA for minor building works. He allegedly instigated the term contractor’s administrative staff to forge 18 quotations purportedly issued by other contractors, intending to deceive PA that the term contractor’s quotation was the lowest-priced of three quotations for building works requested by PA.

The three other men, aged 63, 51 and 42, were charged for offences relating to furnishing false information to a public servant under Section 177(1)(a) of the Penal Code. At the material time, the three accused persons were respectively:

  1. A Deputy Director (Facilities Management) of the PA;
  2. A Senior Facilities Manager (Contracts) of the PA; and
  3. A Senior Key Account Manager of the then-managing agent engaged by PA.

The trio are alleged to have engaged in a conspiracy to furnish backdated procurement documents to the Auditor-General’s Office (“AGO”) between December 2020 to February 2021, during the AGO’s audit of the OTH development project. Following the alleged conspiracy, a total of 142 allegedly backdated procurement documents were submitted to the AGO. 

The offence of forgery under Section 465 of the Penal Code carries an imprisonment term of up to four years and a fine. The offence of furnishing false information to a public servant under Section 177(1)(a) of the Penal Code carries an imprisonment term of up to six months and a fine.
