A video emerged online showing an errant cyclist riding on the road without a helmet on and cycling recklessly.
He was also seen beating a red light on the road and hitting a pedestrian who was crossing the road at the time.
The pedestrian then stopped and turned around to stare at the errant cyclist, who then cycled away as though nothing had happened.
The incident happened on 3 May at about 6.21pm, at a traffic crossing somewhere along Hougang.
