Here is what ICA said:

On 10 May, vigilant ICA officers at Pasir Panjang Scanning Station foiled an attempt to smuggle in 8,000 cartons of duty-unpaid cigarettes via an inbound container declared as ‘paper tapes’.Our officers had noticed anomalies in the scanned images of the container and directed the container for further checks. Their suspicions were confirmed when they uncovered duty-unpaid cigarettes within the shipment of tapes. The case was referred to Singapore Customs for further investigation.

Safeguarding Singapore’s borders is a top priority for ICA. We will continue to stay vigilant and thwart smuggling attempts through Singapore’s borders.
