2 S’PORE POLICE OFFICERS ALLEGEDLY MOLESTED VICTIMS IN UNRELATED CASES

Two Singapore police officers, one of whom is retired, were charged in court on 20 January for multiple counts of molestation in unrelated incidents, according to The Straits Times.

59-year-old retired police officer Rama Shankar Singh, faced 8 charges including 5 counts of molestation, with each charge involving a male victim, between 2003 and 2006 when he was still on active duty.

47-year-old policeman Abdul Gaffor Jainul Hussain, faced 4 counts of molestation for allegedly outraging the modesty of a woman in 2020.

In 2003, Singh allegedly touched a man’s buttocks and his genitals over his pants when he was in an office at Ang Mo Kio Police Division HQ.

Singh also allegedly kissed a man’s head and touched the man’s private parts inside a conference room at Ang Mo Kio Police Division HQ, in a separate incident that year.

In 2005, Singh allegedly touched a man’s thigh and groin over his pants while he was at the office of the Security and INspectorate Regulatory Department at New Pheonix Park.

Between 2005 and 2006, Singh also allegedly touched a man’s private parts over his pants while in a moving police car, as well as touching a man’s private parts in a stationary police car in the same period.

The Singapore Police Force said that Singh’s alleged offences came to light after one of the victims made a police report on 13 December 2020, and they “swiftly initiated investigations”.

The police emphasised that by the time the report was lodged, Singh had already retired from service and was no longer with the police force as of 13 June 2016.

His case has been adjourned to 17 February.

Abdul Gaffor Jainul Hussain

Separate from Singh’s alleged offences, Abdul Gaffor allegedly molested victims on 4 separate occasions on 4 November, at about 2am.

He is being accused of touching a woman’s chest, although the details of the location where the alleged offences took place were redacted from court documents.

The Singapore Police Force said that Gaffor’s offences came to light after a victim made a police report on 11 May 2021, and they removed the office from front-line duties.

Gaffor’s pre-trial conference is set for 14 February.
