This accolade is attributed to various factors, including low crime rates and a host of attractions that make the Lion City a compelling destination for those seeking a vibrant yet secure expatriate experience.

Singapore’s resilience as the preferred destination for Asian expatriates is underscored by its exceptional infrastructure, facilities, and notably low crime rates.
Mark Harrison, General Manager for Asia at ECA, emphasizes Singapore’s allure, stating, “With excellent infrastructure and facilities, low crime rates and little exposure to socio-political tensions, Singapore remains a very attractive location for expatriates.”
Southeast Asia’s Ascension
While Singapore continues to lead, the study reveals a shift in dynamics, with other locations in the region making significant strides.
Over the past 12 months, the removal of pandemic restrictions has positively impacted the liveability of Hong Kong and mainland China, narrowing the gap between these locations and Singapore.
A noteworthy trend is the steady rise of Southeast Asian cities in the rankings. Incremental yet substantial improvements in transport infrastructure, health services, and recreational facilities have elevated cities such as Jakarta, Phnom Penh, and Hanoi, making them increasingly attractive to expatriates.

Factors Under Scrutiny: ECA’s Location Ratings
ECA International’s Location Ratings objectively evaluate cities globally, considering a spectrum of liveability factors. These include the availability of health services, housing and utilities, isolation, access to a social network, recreational and leisure facilities, infrastructure, climate, personal safety, socio-political tensions, and air quality. The impact of these factors varies based on the assignee’s home location.
Mark Harrison notes, “We have seen lots of small but significant improvements in areas such as transport infrastructure, health services, and recreational facilities in several locations throughout South East Asia leading to these locations becoming more attractive.” This incremental improvement is evident in the ascent of Jakarta, Phnom Penh, and Hanoi in the rankings.
