In an exciting development for prospective homeowners, around 1,000 flats of various sizes will be made available at the site of the former Keppel Club golf course during the upcoming Housing and Development Board (HDB) Build-To-Order (BTO) exercise scheduled for October 2025. This initiative is part of a broader plan to launch over 50,000 flats across Singapore between 2025 and 2027, as announced by Minister for National Development (MND) Desmond Lee in a Facebook post on May 15.
Project Details and Design Features
The new residential project will offer a diverse range of units, including two-room Flexi flats, four-room flats, and public rental options. Minister Lee emphasized that the estate will be thoughtfully designed to harmonize with the surrounding environment, particularly given its proximity to Berlayer Creek, an area known for its rich biodiversity and historical maritime significance.
The development will incorporate green spaces and feature stepped building heights ranging from 19 to 46 storeys. Additionally, landscaped terraces and green corridors will be integrated into the design to promote ecological movement and create new pathways and habitats for local wildlife. Families with young children can look forward to amenities such as a preschool and a nature-themed playground once the estate is completed.
HDB’s Commitment to Affordable Housing
In 2025, HDB plans to launch approximately 19,600 homes across various projects, extending beyond the former Keppel Club estate. In the upcoming July 2025 BTO exercise, around 740 flats will be offered in Toa Payoh Town (West), conveniently located near Caldecott MRT station and surrounded by eateries, shops, and a preschool.
Minister Lee reiterated the government’s commitment to ensuring that public housing remains affordable, inclusive, and accessible for all Singaporeans. He stated, “We are dedicated to building more homes across the island, including in areas close to the city center. This will enable families to live nearer to their workplaces or elderly parents residing in older HDB towns, fostering mutual care and support.”
Conclusion
The launch of approximately 1,000 flats at the former Keppel Club site represents a significant step towards addressing the housing needs of Singaporeans. With a focus on sustainability and community, this project aims to create a vibrant living environment that caters to the diverse needs of families while preserving the natural beauty of the area. As the government continues to prioritize affordable housing, prospective homeowners can look forward to more opportunities in the coming years.
