In a troubling case that has drawn public attention, a 20-year-old man has admitted guilt to charges of committing an obscene act in public, specifically involving a cat, as well as disturbing a classmate with special needs. The incidents occurred in Bukit Panjang, with the guilty plea entered on May 23, 2025.
The disturbing event involving the cat took place on April 8, 2023, when the accused was captured on closed-circuit television (CCTV) engaging in inappropriate behavior with the animal. According to court documents, the individual, who lived in the vicinity of the cat and its owner, had previously encountered the feline outside their residence. On that fateful night, he approached the cat, initially petting it and offering it food he found nearby.
However, as the cat ate, the accused became sexually aroused and proceeded to lower his shorts, humping the cat for a brief period before the animal managed to escape. This shocking act, which lasted approximately ten seconds, was recorded by a neighbor’s CCTV camera. The footage was later shared on social media, prompting the cat owner to file a police report after recognizing the individual in the video. The police quickly identified and arrested the accused on April 11, 2023. Fortunately, a veterinarian confirmed that the cat did not sustain any physical injuries, although it exhibited signs of distress following the incident.
In addition to the animal cruelty charge, the accused also faced allegations of disturbing a 19-year-old classmate with special educational needs. The victim, who has a mild intellectual disability and autism spectrum disorder, was subjected to both physical and verbal harassment by the accused throughout 2022. The harassment included threats, physical assaults, and demands for money, which left the victim feeling unsafe and reluctant to report the behavior to authorities.
Despite acknowledging his actions during counseling sessions, the accused’s action continued unabated. One particularly alarming incident occurred on March 31, 2022, when he sent a series of threatening messages to the victim via a chat application, causing significant distress. The victim’s father eventually discovered these messages and filed a police report on March 10, 2023.
The accused is scheduled for sentencing on July 11, 2025, as the court considers the severity of both the animal cruelty and harasement charges. This case has sparked discussions about the importance of addressing animal welfare and the need for effective measures to combat harassment in educational settings.
