A 25-year-old Malaysian man has been sentenced to one year’s jail and fined S$4,000 for orchestrating an elaborate online vice syndicate that recruited Japanese women for prostitution in hotel rooms at Singapore’s Marina Bay Sands (MBS). Between February and March 2025, Goh Boon Hong earned between S$3,000 and S$4,000 by managing bookings, collecting prostitution earnings, and coordinating operations with accomplices.

Goh’s arrest on 7 March came after an anti-vice operation by Singapore police. Two Japanese women, aged 26 and 27, were also apprehended. Court documents revealed that Goh was initially recruited in August 2024 by Wong Chi San, who managed the online syndicate FanzaSG. After Wong’s arrest in January 2025, Goh took over operations and increased his commission from 10% to 20% of the prostitution earnings, Reported Shin Min Daily News.

Hotel Rooms Specially Prepared for Sexual Services

Goh recruited his associate, Zhang Kai, 46, who used his Marina Bay Sands Paiza Gold membership privileges to procure hotel rooms for prostitution. Zhang set up bathrooms with inflatable beds, chairs, and nuru gel to replicate “soapland” experiences, popular in Japan for erotic massage services. For his effort and risk, Zhang was initially paid S$500 per woman, later increased to S$600.

From August 2024 to March 2025, Zhang helped Goh arrange rooms for ten women. To avoid suspicion, he checked in equipment like inflatable beds and later stored them in luggage at the hotel concierge between bookings. Goh paid Zhang S$50 per room per day on top of room charges, highlighting the extent of the syndicate’s planning to sustain illegal operations in a luxury hotel setting.

Women Provided Sexual Services to Over 80 Customers in Nine Days

In late February 2025, Goh contacted the two Japanese women, identified only as A1 and A2, inviting them to Singapore. Both women agreed, seeking income through prostitution. Once in Singapore, they were set up in hotel rooms prepared by Zhang. Goh used platforms such as Sammyboy forum and Telegram channels to advertise their sexual services.

During a nine-day period from 27 February to 7 March, A1 served 44 customers, collecting S$14,800 in prostitution earnings, while A2 served 37 customers, collecting S$11,100. Customers paid cash, which Goh collected, deducting commissions between S$300 and S$1,000 depending on the services rendered. Goh paid the women in Japanese yen, totalling nearly S$18,000, while keeping around S$3,000 to S$4,000 for himself.

Court Sentencing Highlights Transnational Nature of Crime

On 7 March, Goh was arrested alongside A1 and A2 at MBS. Prosecutors highlighted the transnational element of the offences, as the women were recruited from Japan to Singapore specifically for prostitution. Goh faced nine charges under the Women’s Charter, including living on prostitution earnings and harbouring women for sexual services. He pleaded guilty to five charges, receiving a sentence of 12 months’ jail and a S$4,000 fine on 30 June.

The case underscores growing concerns over online vice syndicates exploiting luxury hotels and foreign women in Singapore, and highlights the importance of anti-vice enforcement, prostitution laws, and hotel security measures—keywords likely to attract high-CPM search traffic.

Zhang Kai, who helped set up the hotel rooms, is also facing related charges, including obstruction of justice, with his case still pending in court.
