A 72-year-old Singapore permanent resident (PR) tragically passed away on Tioman Island, Malaysia, during a holiday trip with friends. Retired engineer Low Choon Foi, originally from Johor Bahru and a long-time Singapore PR, checked into a resort at Kampung Paya with a group of 14 companions on the morning of 5 July 2025.
Their plan was to spend a night on the island before returning to Singapore the next day. Unfortunately, the trip ended in tragedy when Mr Low was found unresponsive on the beach after going diving in the evening.
The incident has prompted renewed calls for greater awareness of travel safety, especially for older travellers engaging in strenuous activities such as diving or snorkelling.
Diver Found Unconscious, CPR Attempts Unsuccessful
At around 6.30pm, Mr Low entered the sea for a dive with one of his friends. He had reportedly gone snorkelling earlier in the same area. By 7.40pm, his friend found him lying unconscious on the beach, foaming at the mouth. Resort guests and staff quickly attempted cardiopulmonary resuscitation (CPR) to revive him, but their efforts were unsuccessful.
Resort staff transported Mr Low by boat to the Tekek Health Clinic, where he was pronounced dead at 9.20pm. The local authorities were alerted shortly after, with police arriving at the clinic around 10.15pm to inspect the body.
Photos from the scene, shared by Malaysian media, showed police presence and the beach area where Mr Low was found, underscoring the seriousness of the incident.
Police Confirm No Foul Play, Drowning Likely Cause
Rompin district police chief Superintendent Sharif Shai Sharif Mondoi told reporters that no signs of foul play were detected. The case has been classified as a sudden death. According to Superintendent Sharif, Mr Low had gone snorkelling earlier that day and was believed to have re-entered the water later for a second dive before being found collapsed on the shore.
Authorities believe drowning is the most probable cause of death. An autopsy will be conducted at Rompin Hospital to establish the exact cause. Superintendent Sharif also urged diving and snorkelling enthusiasts to ensure they are in good health and well-rested before engaging in such activities, emphasising the importance of safety for tourists and hobbyists alike.
Safety Reminder for Travellers Engaging in Water Activities
This incident highlights the potential dangers faced by older travellers participating in physically demanding activities during overseas holidays. Tour operators and family members are encouraged to assess the fitness of seniors before planning activities like diving or snorkelling.
For Singaporeans planning trips abroad, the Ministry of Foreign Affairs advises registering travel details via the MFA eRegister system and purchasing comprehensive travel insurance to ensure assistance in emergencies.
