Over 4,600 Balance Flats Available in July: HDB Offers More Options, Shorter Waits

Singapore’s public housing landscape is set for another significant boost as the Housing & Development Board (HDB) prepares to launch over 4,600 balance flats in July 2025. Among these, 1,733 units are already completed and move-in ready — a rare opportunity for buyers seeking immediate housing.

This upcoming Sale of Balance Flats (SBF) exercise surpasses earlier projections, as authorities had initially promised around 3,000 units. In a Facebook announcement on 16 July, Minister for National Development Chee Hong Tat revealed the expanded figure, calling it part of ongoing efforts to meet housing demand more effectively.

With this exercise, the total number of SBF units launched in 2025 will exceed 10,000. The first launch in February attracted overwhelming interest, with more than 22,000 applicants vying for 5,590 units — a clear indication of the strong demand for ready-built homes.

BTO Launches in 7 Estates, Including Sembawang North’s First Project

Simultaneously, about 5,500 Build-To-Order (BTO) flats will be rolled out across various estates, including Bukit Merah, Bukit Panjang, Clementi, Tampines, Toa Payoh, Sembawang, and Woodlands.

Of particular note are two BTO projects offering significantly shorter waiting times of under three years: the Clementi Emerald project and Bangkit Breeze in Bukit Panjang, which will collectively provide 1,400 units. These developments cater to Singaporeans in urgent need of housing, offering faster delivery without compromising on quality or location.

Another key highlight is the launch of the first BTO flats in Sembawang North. The Sembawang Beacon development, comprising 775 units, will offer two-room flexi to three-generation flats. Strategically located near Sembawang MRT, Sembawang Mart, and local parks, the project promises convenience and accessibility. The expected waiting time is three years.

First Flats in Simei in Over a Decade and Woodlands North Coast Expansion

For the first time in over 10 years, flats will be launched in Simei, which falls under the Tampines region. Located at the junction of Simei Road and Upper Changi Road East, the development will feature around 380 units spanning two-room flexi, four-, and five-room configurations.

Woodlands will also see expansion with a second project in the new North Coast precinct. Following February’s launch of Woodlands North Verge, this latest 1,130-unit development continues the area’s transformation into a mixed-use waterfront hub, which is projected to house 4,000 flats upon full completion.

As property affordability remains a major concern, this BTO and SBF exercise may bring some relief to those hoping for stable and accessible public housing options in a challenging market.
