A 17-year-old girl in Singapore was arrested in Yishun after breaching her home detention curfew under a community-based programme (CBP). The teenager was found in a car with a man who then crashed into a prison van carrying Singapore Prison Service (SPS) officers.
The incident occurred near Block 269A and 269B, Yishun Street 22. According to SPS, the girl had been placed on home detention following her completion of a drug rehabilitation programme.
Previously admitted to the Drug Rehabilitation Centre on 16 October 2024 for drug consumption, she was placed under electronic tagging and was required to observe strict curfew hours as part of the CBP starting 6 June 2025.
Breach of Curfew and Failed Reporting Led to Cancellation of CBP
Despite the conditions, the teen breached her curfew on 17 July and failed to return home. She also did not report to SPS to assist with investigations regarding the breach, prompting the cancellation of her community-based programme order, reported 8World.
Acting on a tip-off, SPS officers spotted the girl and a 22-year-old man in a car exiting a carpark on 31 July at approximately 9:30pm. As they were leaving the carpark, the driver collided with an SPS prison van.
No injuries were reported in the crash, and police were called in for assistance. The teenager was arrested shortly after for failing to report to SPS as required, while the man was detained for dangerous driving offences including driving without a licence and endangering human life.
Community-Based Programmes Aim to Support Rehabilitation and Reintegration
CBPs are designed for suitable inmates nearing the end of their sentences to facilitate their reintegration into society through structured supervision, counselling, and employment or education requirements.
The Singapore Prison Service emphasises that breaches of these programmes are taken seriously, with strict consequences including revocation of CBP orders to ensure public safety and rehabilitation integrity.
A witness in the area described hearing a loud bang and seeing the yellow car crash into the silver prison van, with plainclothes officers and multiple police vehicles attending the scene.
Investigations into the incident remain ongoing.
