ICA Officers Find E-Vaporisers Hidden in Baby Stroller at Woodlands Checkpoint

Singapore’s Immigration and Checkpoints Authority (ICA) has intercepted yet another smuggling attempt, this time involving e-vaporisers concealed inside a baby stroller.

On 9 September 2025, officers at Woodlands Checkpoint flagged down a Singapore-registered car for enhanced checks. The driver, a Singaporean man, was asked if he had any items to declare but denied carrying anything illegal. However, ICA’s Search and Examination team uncovered two e-vaporisers hidden in the pocket compartment of a baby stroller stored in the boot. A third device was later found inside the driver’s bag.

The traveller was issued a composition fine of $700, and the case was referred for further enforcement.

E-Vaporisers Remain Illegal in Singapore

Singapore maintains a strict ban on e-vaporisers under the Tobacco (Control of Advertisements and Sale) Act. Possession, purchase, or use of such devices is illegal, with offenders facing fines of up to S$2,000. Those caught smuggling or selling e-vaporisers risk even harsher penalties, including imprisonment.

This latest case underscores the lengths smugglers are willing to go to conceal contraband items, even resorting to hiding them in objects associated with children. ICA reminded the public that attempts to bring prohibited goods into Singapore not only carry financial consequences but also compromise border security.

The authority reiterated its role as the nation’s first line of defence, stressing that its officers remain vigilant in profiling vehicles and travellers. Smuggling attempts, whether through modified compartments, food cargo, or everyday items like strollers, will continue to be dealt with firmly.

As vaping continues to rise globally, Singapore remains steadfast in its zero-tolerance stance, aiming to deter demand and safeguard public health.
