Filipino tourist jailed 6 weeks after filming upskirt videos of 6 women in Chinatown & Outram Park within 3 hours

A 27-year-old Filipino tourist has been sentenced to six weeks’ jail after secretly filming upskirt videos of six women during a three-hour spree while holidaying in Singapore.

The man, identified as Usi Christian Jior Orlino, pleaded guilty to three counts of voyeurism. Three other similar charges were taken into consideration during sentencing.

According to court documents, Orlino had travelled to Singapore for a holiday and was staying with his girlfriend when he committed the offences on Nov. 6, 2025.

Five victims targeted at Chinatown Point

Most of the incidents took place at various shops inside Chinatown Point between about 6:48pm and 8:05pm.

Court documents revealed that five of the six victims were targeted at the shopping mall.

In one incident, Orlino allegedly placed his mobile phone beneath the skirt of a woman wearing a blue dress while she was at a bakery. He activated the camera and recorded an upskirt video lasting around 33 seconds.

He later repeated the act at a pharmacy, filming another unsuspecting woman for approximately 19 seconds using the same method.

The remaining victims were also targeted inside the mall over the course of just over an hour.

Returned to MRT platform to film another victim

After leaving Chinatown Point, Orlino boarded the MRT from Chinatown station and travelled to Outram Park MRT station as he was making his way back to his accommodation.

At about 9pm, he had already taken the escalator up from the platform when he spotted a woman wearing a black dress.

Instead of continuing his journey, he turned around and went back to the platform.

He then allegedly positioned his phone between the woman’s legs beneath her dress and recorded footage of her private area.

His actions were witnessed by two members of the public who were descending the escalator. They immediately intervened and stopped him before handing him over to MRT station staff.

Police were subsequently alerted to the incident.

Videos recovered from phone

Following his arrest, investigators examined Orlino’s mobile phone and recovered the upskirt videos.

During sentencing, the prosecution argued that a jail term of six weeks was appropriate, highlighting that Orlino had already left the platform before deliberately returning to target another victim.

The prosecution submitted that his decision to go back specifically to film the woman demonstrated clear intent rather than a spontaneous act.

In mitigation, Orlino’s lawyers said he was a first-time offender and asked the court for leniency.

They argued that although six women were victimised, all of the offences took place on the same day during a single course of conduct.

The court ultimately sentenced the tourist to six weeks’ imprisonment.
