Singapore’s public housing landscape is set for another transformation, as Housing and Development Board (HDB) unveils plans to redevelop Gillman Barracks and Sunset Way into new residential estates. The move reflects ongoing efforts to optimise land use while balancing conservation priorities in land-scarce Singapore.

Both sites will undergo careful planning guided by environmental and heritage studies commissioned by HDB. These studies, released on July 10, will inform early-stage conceptual plans before detailed development begins. Authorities have also consulted nature groups, heritage stakeholders, and the wider public to mitigate potential environmental impact.

Gillman Barracks is expected to be transformed into a mixed residential estate featuring both public and private housing. Meanwhile, the Sunset Way site in Clementi has been earmarked exclusively for public housing. The final number of units has yet to be determined, as HDB will factor in land constraints, ecological considerations, and public feedback before confirming details.

Heritage preservation shapes Gillman Barracks redevelopment

Originally constructed in 1935 as a British military base, Gillman Barracks carries significant historical value. Over the decades, the site has served multiple roles, including housing military units, educational institutions, and more recently, arts and lifestyle businesses.

A comprehensive heritage study evaluated 86 buildings across the site. Four structures have been classified as having “exceptional” heritage significance and will be fully preserved. In addition, 21 buildings rated “high” significance will also be retained, while a small number will be cleared to make way for essential infrastructure such as roads.

Several clusters—including Preston Road, Lock Road, and Malan Road—will largely remain intact due to their architectural and historical importance. These conserved structures are likely to be repurposed into commercial spaces and community amenities, blending heritage with modern living. This approach aligns with Singapore’s broader urban planning strategy of adaptive reuse, which enhances property value while preserving cultural identity.

Biodiversity safeguards and green connectivity plans

Environmental studies revealed that Gillman Barracks supports a diverse ecosystem, with hundreds of plant and animal species identified, including several of conservation concern. In response, HDB has proposed measures such as maintaining ecological corridors of at least 30 metres in width and preserving key forested areas and streams.

An Environmental Monitoring and Management Plan will also be implemented, featuring phased site clearance to allow wildlife to relocate safely. These initiatives will contribute to an estimated eight-hectare green corridor linking Telok Blangah Hill Park to Labrador Nature Reserve, strengthening ecological connectivity in the southern region.

At Sunset Way, a similar approach will be adopted. Of the 23-hectare site, around eight hectares will be conserved to protect natural habitats, including a freshwater stream and surrounding riparian zones. Plans are also underway to integrate nature trails, enhancing recreational options for future residents.

Public feedback to shape final housing plans

HDB has opened both redevelopment proposals for public consultation, with feedback accepted until August 6, 2026. Input gathered during this period will play a role in refining the final master plans, particularly in areas such as environmental protection, heritage conservation, and estate design.
