What is Singpost doing?? Why is our postal service so unreliable.

“I am expecting an online delivery but Singpost claimed that the HDB building I have been residing since 1999 is “NOT READY” and they are returning the parcel back to the originating country.
Is this the result of hiring foreign workers who are not familiar even with a small estate as Sembawang?
Or is it a case of non-chalant, lazy attitude?
By the way, my block is just 2 bus-stops away from Singpost Sembawang Branch.
