Bedok Mad Men Attack Random Woman’s Hair With Scissors

A men in his mid-30s has been identified going around bedok south and attacking random young woman. He approaches the victim quietly from behind and pull the victims hair and snipe it off with his scissors before running away.

This men is believed to be suffering from mental illness. Residents staying at Bedok, please be alert when travelling alone at night.  Is he trying to be Edward Scissors Hand?
