In the comments section of the video, one of them claim that they were seeking shelter from the rain. However, that means that if there was no rain they are still out as a large group.
Under the COVID-19 (Temporary Measures) Act 2020, it is illegal for them to do so and they can be fined up to SGD$2,000 each and/or jail up to 6 months.
