Asked TC and HDB and they pushed to the window contractor said the cement in between the window frame and structure have hairline cracks which resulted in the internal leak. I purchased waterproof sealant and applied the whole in-between area and now awaiting year-end heavy rain. If it still leaks I will fire them big time.

The owner didn’t mention it. From the video, it could be concealed pipe. The flat owner should switch off the main pipe water supply outside his flat for an hour to determine the source. Seek HDB advice.
