The Warning: CCCS Reveals Unethical Practices by K Salon
In a recent media release dated Nov. 23, 2023, the Competition and Consumer Commission of Singapore (CCCS) sounded the alarm bells for Natural Salon, which has rebranded as K Salon. The warning comes in the wake of CCCS’s investigation, uncovering a series of unfair practices.
Investigation Unearths Deceptive Practices
CCCS’s thorough investigation, spanning from May 16, 2021, to Aug. 11, 2021, brought to light concerning practices by Natural Salon. Shockingly, the salon demanded a hefty S$772 for a haircut and hair wash service package, contradicting its initial cost disclosure of a mere S$99.
Moreover, a customer seeking a simple haircut found themselves slapped with a S$35 charge for unsolicited hair washing and scalp scanning services. The initial haircut cost, purportedly between S$2 or S$3, turned into an unexpected financial burden.
During this period, salon staff misled customers by offering a seemingly irresistible members-only price of S$2 or S$3 for a haircut. However, the catch was revealed post-service when consumers were charged the non-member price of S$35, contingent on an upfront fee of S$200 to access the supposed member privileges.
CCCS further exposed Natural Salon’s deceptive tactic of falsely advertising a “new opening special” for haircuts through a storefront banner, even though the salon had been operating for at least eight months.
Remedial Measures Taken by Natural Salon
In response to CCCS’s investigation, Natural Salon, now K Salon, took proactive steps to rectify its practices and align with the consumer protection act. Amendments were made to the misleading banner, eventually leading to its removal. Additionally, affected consumers were fully refunded, showcasing the salon’s commitment to resolving the issue.
Undertaking and Consumer Protection Commitments
To avoid further legal repercussions, K Salon submitted an undertaking to CCCS. This commitment includes discontinuing any unfair practices identified by CCCS and those outlined in the consumer protection act. Furthermore, K Salon pledged to transparently present all pertinent information, such as pricing and disclaimers, on advertising and marketing materials.
CCCS acknowledged the undertaking, issuing a warning to K Salon. While the case is officially closed, CCCS remains vigilant, reserving the right to reopen investigations if K Salon breaches the undertaking or partakes in other unfair practices.
Consumer Advisory: Know Your Rights
CCCS took the opportunity to remind consumers that they are not obligated to pay for unsolicited services. Emphasizing caution, CCCS urged consumers to verify service prices before commencement to prevent subsequent disputes.
Seeking Recourse: Consumers Can Turn to CASE
In the face of unfair practices, consumers are encouraged to seek assistance from the Consumers Association of Singapore (CASE). CCCS remains steadfast in its commitment to consumer protection, ensuring a fair marketplace for all.
