10 PERSONS ARRESTED FOR THEIR SUSPECTED INVOLVEMENT IN BANKING-RELATED MALWARE SCAM CASES

In an island-wide anti-scam enforcement operation conducted between 31 July 2023 and 11 August 2023, the Commercial Affairs Department (CAD) and Police Intelligence Department (PID) arrested nine men, aged 18 to 43, and a 16-year-old youth for their suspected involvement in the recent spate of banking-related malware scam cases. Another three men and three women, aged 17 to 60, are assisting in investigations.

Since January 2023, the Police have received increasing reports informing that malware was used to compromise Android mobile devices, resulting in unauthorised transactions made from the victims’ bank accounts even though they did not divulge their Internet banking credentials, One-Time-Passwords (OTPs) or Singpass credentials to anyone. In these cases, the victims responded to advertisements (e.g., on cleaning services, pet grooming, food items such as seafood and groceries, etc.) on social media platforms like Facebook and were later instructed by the scammers to download Android Package Kit (or APK) from non-official app-stores to facilitate the purchases, leading to malware being installed on the victims’ mobile devices. The scammers then convince the victims via phone calls or text messages to turn on accessibility services on their Android phones. Doing so weakens the phones’ security and allows the scammer to take full control of the phones. This means that the scammers can log every keystroke and steal banking credentials stored in the phones and allows the scammer to remotely log in to the victims’ banking apps, add money mules as payees, raise payment limits and transfer monies out to money mules. The scammers can further delete SMS and email notifications of that bank transfer to cover their tracks.

During the two-week operation, officers from CAD and PID mounted simultaneous island-wide operations and arrested the 10 persons. Preliminary investigations revealed that the nine men, aged 18 to 43, and the 16-year-old youth had allegedly facilitated the scam cases by relinquishing their bank accounts, Internet banking credentials and/or disclosing Singpass credentials for monetary gains.

Police investigations are ongoing. The offence of acquiring benefits from criminal conduct under Section 54(5)(a) of the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation of Benefits) Act 1992, carries an imprisonment of up to 10 years, a fine of up to $500,000, or both. For deceiving the banks into opening bank accounts that were not meant for their own use and relinquishing their bank account login details, they are liable under Section 417 read with Section 109 of the Penal Code 1871 and Section 3(1) of the Computer Misuse Act 1993 respectively. The offence of cheating under Section 417 of the Penal Code 1871 carries an imprisonment term of up to three years, a fine, or both, while the offence under Section 3(1) of the Computer Misuse Act 1993 carries a fine of up to $5,000, or an imprisonment term of up to two years, or both. For disclosing their Singpass credentials under Section 8 of the Computer Misuse Act 1993, they are liable to an imprisonment term not exceeding three years, a fine of up to $10,000, or both.

Advisory Against Downloading of Malicious Apps

The Police would like to remind members of the public that they should not click on suspicious links, scan unknown QR codes, or download mobile apps from third-party websites or unknown sources. These unverified apps may contain malware, which can severely compromise the security of mobile devices. Instead, members of the public are reminded to only download apps from official app stores. Before downloading any app, check the number of downloads and user reviews. Always be wary of any requests for banking credentials, money transfers or attractive offers that sound too good to be true. Lastly, members of the public are advised to turn on security settings, such as disallowing installation of apps from unknown sources, to help protect their devices.

The Police will spare no effort to track down cybercriminals responsible for banking-related malware incidents and will continue to take tough enforcement actions against those who flout the law. To avoid being an accomplice in these crimes, members of the public should always reject seemingly attractive money-making opportunities promising fast and easy pay-outs for the use of their Singpass accounts, bank accounts, or for allowing their personal bank accounts to be used to receive and transfer money for others. The Police would like to remind members of the public that individuals will be held accountable if they are found to be linked to such crimes.

MAN ARRESTED FOR OUTRAGE OF MODESTY WITHIN TWO HOURS

The Police have arrested a 47-year-old man for his suspected involvement in a case of outrage of modesty.

On 10 August at about 5.10 pm, the Police received a report that a man had purportedly molested two women at the vicinity of Tampines Central.

Through follow-up investigations and with the aid of images from CCTVs and Police cameras, officers from Bedok Police Division established the identity of the man and arrested him within two hours of the report.

The man will be charged in court on 12 August 2023 with outrage of modesty, under Section 354(1) of the Penal Code 1871. The offence carries an imprisonment term of up to three years, a fine, or caning, or any combination of such punishments.

The Police have zero tolerance towards sexual offenders who threaten the personal safety of the community, and offenders will be dealt with sternly in accordance with the law. The Police would also like to urge members of the public to remain vigilant, and if they witness an incident of outrage of modesty or are aware of someone being a victim of outrage of modesty, to report the matter to the Police immediately.

A 41-year-old man was sentenced on 4 August to 15 months imprisonment and given 3 strokes of the cane after he molested his colleague in an incident that took place in 2018.

He allegedly spiked the woman’s drink and hugged and kissed the victim before molesting her and exposing himself, asking her for an obscene act, which the victim rejected while crying.

In another separate case, a 41-year-old owner of a bar in Little India allegedly molested and raped a 17-year-old girl who ran away from the Singapore Girls’ Home and started working for him.

He went on trial earlier this week, with the prosecution lining up 13 witnesses to testify against him.

So I am a big guy. I workout daily. I go to three gyms regularly. I wear and have worn short shorts, like those FBT shorts, like those you wear in the army.

I usually get attention for this, but it’s usually just old men that roll their eyes. Occasionally women stare. Nothing out of control. I’ve been doing it for years.

Well recently a woman joined my gym that seems obsessed with my legs. She will walk over everytime she sees me.

When staff came again to talk to me. I said I had been working out like this here for years. I’ve also seen women wear a hell of a lot less. So I would not be changing anytime soon. Which they just shrugged at.

MAN CHARGED AFTER CHEATING INSURANCE COMPANY TO DISBURSE $76K OF FALSE CLAIMS

False insurance claims, also known as insurance fraud, occur when individuals or groups deliberately provide inaccurate or misleading information to an insurance company in order to obtain financial benefits or compensation to which they are not entitled. These fraudulent activities can take various forms, including exaggerating the extent of damages, staging accidents, or submitting fake documentation.

In Singapore, like in many other countries, false insurance claims are considered a serious offense and can lead to legal consequences for those involved. The Insurance Act of Singapore outlines the legal framework governing insurance practices in the country, and it includes provisions to deter and penalize insurance fraud.

Story:

A 48-year-old man, Saha Ranjit Chandra (“Saha Ranjit”), was charged in court on 8 August 2023 for his involvement in cheating two insurance companies into disbursing settlement sums amounting to $76,821.80, arising from the work injury insurance claims of two foreign workers.

Between July 2020 and February 2021, Saha Ranjit had allegedly negotiated and settled work injury claims with the insurance companies in the name of Yeo Yao Hui, Charles, the then-director of Whitefield Law Corporation, who was also an advocate and solicitor of the Supreme Court of Singapore. Saha Ranjit allegedly deceived the insurance companies into believing that they had been negotiating with an authorised person under the Legal Profession Act (Cap 161) from Whitefield Law Corporation. For this, he has been charged with two counts of cheating under Section 420 of the Penal Code. If convicted, the offence carries an imprisonment term which may extend to 10 years and a fine, in respect of each charge.

In addition, he faces the following three charges:

  1. Two counts under Section 33(2)(e) of the Legal Profession Act for having negotiated and settled work injury claims as an unauthorised person. If convicted, the offence carries an imprisonment term which may extend to six months, or a fine which may extend to $25,000, or both.
  2. One count of offence under Section 177(1) of the Penal Code for allegedly having furnished false information to the Registrar of Regulated Dealers under the Ministry of Law. If convicted, the offence carries an imprisonment term which may extend to six months, or a fine which may extend to $5,000, or both.

First, let me explain what my work is like: so we are an internal auditing company. I work in the logistics auditing division. What that means is that when a company hires us (mostly to see how good their policies are), we shadow their workers, to see where efficiency can be increased.

Sometimes that means working night shift, delivery, warehouse, manufacturing…etc.

We are very lucky that we have an awesome manager and team leader. Once we divide the tasks, you can do them whenever as long as your report is handed in when it should be. Work from home, from the office, at 3 am, less than 40hrs… It doesn’t matter.

For the 6 years, I have been on this team, another female colleague (30s) has been doing her absolute best to work the least amount possible. First, she is either always pregnant and not “able” to shadow anyone but the office workers, she is on maternity leave (4 months), on her yearly vacation (a month), or conveniently sick when it is time for some heavy-duty work (she sends in MC like it’s free, well it is as the company covers medical).

When she is in the office, she is dumping her work on the others. She uses her kids as an excuse all the time.

Well usually the other team members pick up her slack, but I refuse to do so.

This time we are auditing a larger company, so all hands on deck. And for the first time ever she is neither pregnant nor on maternity leave, and she just got back from her yearly leave.

The company we are auditing is overseas, so the members who will have to go will be staying there for 3 weeks. This time it is my turn to stay in the office (well my home TBH) and do the data organisation/analysis.

She tried to guilt trip me by saying that what she would have to pay for child care is more than what she would get paid for the whole month and that I don’t have any responsibilities like her. I told her “well they are not my kids, so I don’t see how that is my problem”

Now she is pouting like a kid, and some colleagues are saying that I don’t know how hard-working moms have it, that I should be more compassionate.

The best salesman of our department asked for a little raise. He was fired. I’m disgusted and looking for another job

We are a good departments, we make constant profits (that it’s quite uncommon in our business). He was by far the best of us, insanely good at his job, he sold so so much.

He asked for a 10% raise (that it’s still so low compared to how much he sold), was fired at the end of the day.

I actually like my job, salary is not high but hours are not too long, but now I feel like I am just a number, if he can’t ask for more, no one can (I’m very good at work but he is literally the best of all in a 400 people department).

I’m also surprised that except very few co-workers, all the other ones don’t seem to care about what happened.

I’ve had confidence issues due to being really overweight and I’ve had weight issues where I would bounce between skinny and fat over a few months.

I finally got it under control where I’m a healthy weight, bigger than I’d like but not anorexic anymore, which is good.

I know I’m ugly, but that reaction just. It’s like I’m this evil hideous monster, like Frankenstein walking up to a villager for the first time. I’ve been insulted while rejected before and it’s whatever. But this was honestly like she was afraid.

  4. Poor is subjective. To me you can have 10m in your bank but if you live at your job and visit your home then thats Poor to me. Actual actual Poor to me is unable to afford 3 meals a day.

  6. I think it depends on how people define poor. Poor as in it is financially difficult to live in relative comfort (ie not stressing about money or not needing to scrimp in a way that harms their long-term health), or poor as in difficulties in getting necessities?
    There was a research made by NTU professors – Minimum Income Standard. Using a benchmark of 2 working adults with 2 children, the average (2021) is $2900 per adult. I personally would add a little bit more to account for saving for university fees (or other tertiary education) for both the children (perhaps over 15 years) because to me school loan is just a matter of who is taking on the debt.
  7. Depends largely on whether you have to rent. Getting a roof over your head is very expensive, especially for foreigners
  8. It is better to be financially poor but emotionally rich.
