A repeat offender, previously apprehended for taking upskirt photos in Balestier, has once again found himself in trouble.
The latest incident came to public attention when a video circulated online, revealing two women confronting the accused for secretly photographing and recording them. The women demanded that he immediately delete the compromising material.
Despite initially apologizing, concerns arose later about whether he had actually complied with their request.
The video, filmed from the women’s perspective, gained traction after being shared online by a follower of the @singapore_incidents account on Instagram. The exact date of the incident remains unclear.
The footage captures the intense confrontation between the women and the alleged offender. Initially, one of the women asked the man to delete any photos he had taken. He claimed to have already deleted the photos and offered an apology.
However, another woman suspected that the man had only removed one of the photos and secretly kept the rest.
Text displayed in the video confirmed that the women had caught him taking unauthorized photos and videos of them. Recognizing him as the same person from netizen @kamehao‘s video (where the man was being chased across Balestier after he took upskirt photos), they believed he had not learned his lesson and decided to share their own video as a warning.

They concluded the video by stating that the alleged perpetrator showed no remorse and advised women to remain vigilant.
Allegedly the same guy

He was also allegedly seen in a video being chased by a passerby along the Balestier area on 11 June for allegedly taking upskirt photos.
Interestingly, the person doing the chasing also recorded the entire sequence of events.
While running in the car park, he mentioned off-camera, “So, this person is suspected of taking upskirt videos.” The pursuit concluded when the suspect was apprehended in the covered car park of Balestier Plaza.
A compilation video of the incident, merging footage from at least two different cameras, was later uploaded on TikTok on June 12.
The video displayed a member of the public dressed in black chasing after a bespectacled individual wearing a face mask and a striped grey t-shirt.
Resolution of the chase: As indicated by the video’s caption, the individual in the grey t-shirt eventually ceased running as he seemed fatigued and low on stamina after a few minutes of pursuit.
He was only wearing one slipper and appeared agitated and tearful by the time the person filming caught up with him.
The individual off-camera, dressed in black, inquired, “Why were you running?” to the chased individual. The person doing the chasing was seen holding the suspect’s phone while questioning him about his actions. The individual in the grey t-shirt offered an apology.
At one point, he mentioned, “I was just taking some shots (with my camera).”
A text-to-voice caption in the video stated that a food delivery personnel present at the scene assisted in alerting the police.
Displaying signs of fear, the suspect was then instructed to sit on the ground after being apprehended by the member of the public.
The suspect expressed, “I really can’t go to jail.”
He was subsequently questioned about whether stress motivated his actions and whether he had captured images of other victims on his phone.
The suspect admitted to having taken images of multiple victims in various locations, citing his lack of a girlfriend and an inability to alleviate stress as reasons for his actions. He acknowledged the wrongdoing of his behavior.
After the suspect remarked, “You know, it’s a guy thing,” the person who captured him retorted, “There’s the internet.”
Before the video concluded, two police officers arrived at the scene.
The police confirmed the incident and said that they were alerted to a voyeurism case along 352 Balestier Road at approximately 6:30 pm.
A 46-year-old man was subsequently arrested for voyeurism. Ongoing investigations are being conducted by the police.
