I’m not referring to spaghetti tops here but proper blouses that look more formal but are sleeveless. Can they be accepted as office wear?

I’ve never received any negative feedback about my attire to office before and I’m always very careful to dress conservatively and in neutral colours. So I was really shocked when my boss came up to me and told me to cover myself up. He said that I’m here to work and not distract my male colleagues, and I should know better since I have worked in corporate for more than 10 years. I was so taken aback by his words that I couldn’t even mumble a reply.

For context I was wearing a sleeveless turtleneck with slacks…how much more could I have covered myself up?
