In a bizarre incident that recently occurred in Jurong West, a man was spotted dragging a stroller with a baby in it while riding his personal mobility device (PMD) with a toddler seated in front of him, on a public road along Jurong West.
A video of this peculiar occurrence was uploaded to the Facebook group SG Road Vigilante on Sunday, October 8th, leaving viewers both shocked and concerned.
The Unusual Sight
As the video clip begins, we see a man riding his PMD on the road near Block 426 Jurong West Ave 1. What makes this situation particularly concerning is that he’s not alone.
In front of him, secured in the baby pram, is a young child. The man’s actions are reckless, as he seems to be paying more attention to the baby pram than to the road ahead.
The Legal Implications
Under Singapore’s Active Mobility Act, it is explicitly prohibited for PMD users to ride on both roads and public footpaths. This legislation is in place to ensure the safety of both PMD users and pedestrians. The Act also specifies that unregistered PMDs are not allowed on public paths.
For those who violate these regulations, the consequences can be severe. First-time offenders face a fine of up to $2,000 and/or a jail term of up to 3 months if convicted.
