From today onwards (10 November) fully vaccinated people from the same household will be allowed to dine-in in groups of 5 at F&B outlets.

This doesn’t include hawker centres and coffeeshops though.
In a joint advisory issued by ESG, HDB, SFA, STB and URA; for groups of more than 2 people, F&B outlets will need to check their proof of residence via their NRICs or the Singpass app.
Strict enforcement actions will be taken against those who pretend to be from the same household.
The advisory added that F&B outlets who do not perform the checks will also face punitive actions and possible immediate closures.
