The Elderly Woman on Orchard Road

The woman, often seen with a suitcase, approaches people and asks for loose change. She explains that she has no money for food or transportation. Shoppers have been left bewildered by her presence and her persistent requests for financial assistance.

One concerned individual, surnamed Tang, decided to take action. He spoke to Lianhe Zaobao, explaining that he had observed the woman for several Sundays and became worried about her well-being.

Tang felt that her attire and demeanor did not align with the stereotype of a person in need.

Concerns and Observations

On a Sunday morning in early October, a reporter from Shin Min visited the area outside Lucky Plaza at about 10 am. There, the reporter witnessed the woman soliciting shoppers for small amounts of cash.

She primarily asked for loose change and notably, she often approached domestic helpers for assistance. Within just 10 minutes, the reporter observed two helpers offering money to the woman.

One of the helpers, who chose to remain anonymous, acknowledged that it was not uncommon to see elderly individuals, both men and women, soliciting donations in the vicinity.

She shared that while she was aware some might not be entirely truthful about their financial circumstances, her empathy for their age and predicament compelled her to offer assistance.

Police Intervention

In response to the concerns raised by the public, the police were alerted to the woman’s activities outside Lucky Plaza. They are investigating a 69-year-old woman for suspected offences under the House to House and Street Collections Act, and investigations are currently underway.

The House to House and Street Collections Act in Singapore requires individuals who collect money or property from the public, houses and street soliciting, to obtain a proper license for it.

The Act serves to regulate and ensure that collections on the streets are conducted for legitimate purposes and that funds are properly accounted for. This law is in place to protect both the public and those in need from potential scams.
