According to Grab ride-hailing service, the company will be charging a $4 cancellation fee starting from next Monday on the 11 of March 2019, this will apply to customers who cancel the ride after 5 mins confirmation of booking.

Meaning after you have been notified about your grab vehicle, the timer for the 5 minutes will start.
Cancellations made under 5 minutes will not be chargeable.
