Cigarette butts in letterbox?

Has anyone ever encountered having cigarette butts inside your letterbox?
Last night when checking my letters I found probably around 10-12 cig butts (gross!!) inside my letterbox and I wonder…. why?
Is it just irresponsible people targeting random letterboxes or are we being…. watched? warned? targeted? disliked by our neighbor? Or is it something common?
For context, we have just moved in 2 weeks ago after 2.5 months of renovation. It is our first resale HDB flat we bought in October last year so we knew no one except our immediate neighbor (lovely family).

- Lock your letterbox. The postman doesn’t need it to be opened to deliver you letters.

- You have to report this and get the police to investigate. There will be CCTVs for sure around the void deck area. Don’t wait till it escalates. It could just be cigarette butts now in your letterbox who knows whats next to come? At your unit directly?

I once had my bicycle stolen. Culprit was tracked all the way to the next town - I had the same issue. This happened after I told my above neighbour to use an ashtray if he wanted to smoke at his balcony. My window tracks and balcony filled with ash n cigarette butts for a good year. I finally went upstairs to speak to him, and he showed me his tiny tupperware ashtray. Within the week, a cigarette box with ash n butts. Sad part, letter box flap latch is broken.
