HDB SHOPOWNER ILLEGALLY PARTITIONED COMMERCIAL UNIT INTO 4 BEDROOMS FOR RENT

A HDB shopowner was caught by HDB for illegally partitioning their commercial until into for bedroom to rent out to tenants, after it was posted on PropertyGuru, according to Lianhe Zaobao.

The shopowner had reportedly failed to seek HDB’s approval to partition their shop and turn it into living quarters.

The commercial unit in question is located at Blok 731 Yishun Street 72, and it was split into 4 bedrooms and listed on PropertyGuru and advertised as 4 bedrooms inclusive of a bed, closet and what appears to be a sink, stove and kitchen counter inside each room.

The rooms were listed for rent on the website from between $2,100 per month to $2,900 per month for each “bedroom”.

The owner had reportedly failed to seek approval from HDB to perform the renovation works and also for renting out the rooms and received a warning as a result.

Addition & Alteration Works (according to HDB’s website)

Clearance and approval

All renovation works generally require a Qualified Person (QP) to submit an application, to authorities such as the:

  • Building and Construction Authority (BCA)
  • Fire Safety and Shelter Department (FSSD)

However, different clearance procedures apply for the following types of work:

-Apply for NOA if works involve hacking and laying of wall/ floor tiles

Lodgement works and A&A items involving hacking works can only commence after approval from HDB have been obtained. An NOA is required before work can commence.

Submit applications

  • QPs can apply for clearance using CORENET
  • For NOAs, please use our NOA application e-Service, or call 1800-866-3073 if you require any assistance on the application process

Applications for A&A works in the lodgement works list

Documents to submit for commercial premises:

  • 2 sets of architectural drawings
  • Floor layout plan in scale of 1:50 or 1:100 indicating:
    • Trade(s) at the premises
    • Usage of all rooms/ areas/ compartments
  • Section/ elevation view of the proposed works (in dimension and scaled)
  • Details of the proposed works, including the types of materials/ constructions/ installations and piping (if any). The QP is required to endorse on the submitted structural drawings

Purchasing structural drawings

QPs or their representatives may purchase structural drawings at $30 per copy from our Sale of Plan Section. You may submit your order by:

The drawings provide details such as:

  • Key plans
  • Beam markings
  • Slab details

The purchase of structural drawings is subject to approval at the point of purchase. A copy of the HDB letter (e.g. Approval on the change of use/ trade, assignment, and resale etc) must be shown to the plan custodian when purchasing the structural drawing.

Exemption list

There is no need to apply for clearance from HDB (PLG) for the renovation works stated in the exemption list, as long as you comply with the:

  • Conditions that apply to the specific works
  • General terms and conditions for exemption list works
