HDB Window’s “STAINLESS” STEEL GOT RUST. STAINLESS???

Anyone have this problem? See in the pic with red circle. The stainless steel rivet or screws go rusty or corroded? Now HDB have send their engineer come to check and tell me stainless steel will go rusty! This is not their problem, only one year warranty. We have to engage our own contractor to fix.
My question is stainless steel will go rusty or corroded?

Wiki Answer: Stainless steel does not readily corrode, rust or stain with water as ordinary steel does. However, it is not fully stain-proof in low-oxygen, high salinity, or poor air circulation environments. There are various grades and surface finishes of stainless steel to suit the environment the alloy must endure.
