My neighbor of next unit of EVERY FLOOR from 14th down to 2nd floor from their kitchen window are all “Japanese bread” !! We are being bombed by soiled sanitary pads everyday!

When I tell them about it.. they say these are not the worst and they had complaints to town council and MP but they did nothing…(Blk 699B Hougang St 52, under PM Lee’s Ang Mo Kio GRC). Please see attached photos of sanitary pad stuck on each floor of the flat and some that landed on the ground floor.
Why is the cleanliness getting worse?
