Foo was an assistant superintendent when he committed the offence. He did that to get back at his former supervisor, Superintendent Lee Teck Seng. He felt that Lee had discredited him in front of his new supervisor and a superior officer.

He sent a false complaint when he was on holiday in Phutket, Thailand, on Aug 8 last year. He even bought a mobile phone and sim card to commit the deed. He created an e-mail account which he used to send the message containing the false accusation to nine members of ICA’s senior management.

He claimed that Lee took pictures of a man in a public toilet at Seah Im Food Centre near Telok Blangah Road.

For that his offence he was sentenced to 10 weeks jail on Monday.
