Numerous incidents have emerged in India as Indians are forging these documents to dodge quarantine rules or to travel freely.
A fake report from a pathological lab costs about 2,000 rupees.
Indian students are also using the fake reports to avoid taking exams.
A Mumbai couple was also charged in March for forging the documents; they were travelling to Jaipur with their child and all three were infected, but they had forged their documents and were allowed to fly.
