Why does some fans are given free complimentary tickets and some fans need to pay up to $15 to watch the AFC ASIAN CUP ? Why the double standard ? and is it fair to those who paid for the tickets ?

i and some friends went to Jalan Besar stadium to watch football match ..we paid for the tickets and was shocked to see the ushers at the gates recyle the tickets that were torn by them and gave away to some people at the tickets counter.We wanted to take video of it but was stopped by the security and told by them..it was usual for some people to get free admission
