Japan Considers Dual Pricing System for Foreign Tourists

According to Nikkei Asia, the chairman and president of Watami, a major restaurant chain, justified the practice by stating that Japanese customers are not willing to pay high prices for certain menu items, but foreign tourists are more willing to splurge.

Other businesses, such as Himeji Castle, a UNESCO World Heritage Site, are also considering introducing a separate charge for foreign tourists. The castle’s upkeep and preservation costs are high, and the Himeji Mayor believes that it would be acceptable to make a slight difference in fees between children, the elderly, and foreign tourists.

However, not all businesses are in favor of charging foreigners more. Some restaurants are instead offering discounts to locals, rather than increasing prices for foreigners. A restaurant owner in Tokyo told NHK that this approach has been well-received by customers, with no major problems reported.

Experts are warning that careful consideration is needed when implementing a dual pricing system. Tourism policy expert Sataki Yoshihiro told NHK that it is not fair to charge foreigners more simply because of their nationality, especially when Japan is actively promoting inbound tourism. If a difference in fees is to be introduced, the reason should be clearly explained, and more service or value should be provided to justify the higher cost.
