LTA Cracks Down on Illegal Bicycles and PABs: 151 Devices Seized Islandwide

In a major enforcement push, the Land Transport Authority (LTA) has intensified efforts to tackle errant active mobility users. Over the past two months, 232 offences were recorded and 151 non-compliant devices were seized during a series of islandwide operations.

The violations uncovered include the use of power-assisted bicycles (PABs) with missing or improperly displayed registration plates, illegally modified PABs, and fixed-gear bicycles (fixies) without proper handbrakes. These enforcement activities reflect the LTA’s ongoing commitment to ensure safer footpaths and cycling routes across Singapore.

The joint operations were carried out in collaboration with the Singapore Police Force, with officers from the Marina Bay, Punggol, and Geylang Neighbourhood Police Centres assisting during targeted school holiday patrols. These checks focused particularly on large group gatherings involving active mobility device users.

Steep Penalties for First-Time Offenders

LTA has reiterated that first-time offenders caught using PABs with improper or concealed number plates may face a fine of up to S$1,000 or imprisonment for up to three months — or both. The authorities are also taking a firm stance against those operating non-compliant devices on public paths, with penalties reaching up to S$10,000 in fines or a six-month jail term.

The surge in enforcement comes amid rising concerns over safety incidents involving PABs and e-scooters, many of which are linked to unregistered or illegally modified devices. Authorities have stated that compliance with regulations is not optional and all users are expected to ensure their devices meet legal standards before taking them on public paths.

LTA Reminds Public: Know the Rules, Avoid the Fines

The LTA is encouraging the public to familiarise themselves with the rules governing active mobility devices by visiting go.gov.sg/amrules. Whether you’re riding to school, work, or for leisure, following the law keeps everyone safe.

This initiative is part of the wider “Active Mobility Enforcement Operations” strategy, which aims to deter risky behaviours and reduce potential harm to pedestrians and other road users. With stricter checks expected to continue, users of bicycles, PABs, and e-scooters are urged to remain compliant — or risk serious consequences.
