The body of 66-year-old man Ye Chunguo was found on April 9 last year on the surface of the Lower Seletar Reservoir.
The coroner ruled that the man took his own life.

Police found a document on the body of the deceased, although it was damaged by water, investigators later obtained a copy of the document. The document, dated April 5 last year, roughly says that a company has been approved by the Cambodian government to raise funds for a “ten billion yuan project”.
The deceased’s took his business partner with him to Cambodia to meet “local government officials”, and signed a contract, as long as the local government officially approves the job, he could immediately get S$5 million.
However, it was very suspicious and soon after they were no longer in contact.
According to the police investigation, on the morning of the incident, the last phone call of the deceased was to a financial company. The finance company said that the deceased asked them to lend him more money, but the company found that he had borrowed money from several finance companies, and the loan limit had reached the limit, so he was denied any further loan.
Police reviewed records and found that the deceased owed nearly S$70,000 to various companies.
The court also revealed that the accused had a mistress in Cambodia.
