2 elders playing politics like kids

I am in a group of volunteers with mostly retirees to run some programs for seniors citizens and have something to do. They’re paid little amount of money for their efforts.
I am the team leader but not the main in charge, we have a leader who is my superior in the organisation.
There are these 2 elderly, both females who took different activities but shared the same activity room. They’re always trying to smear dirt onto each other. They even did the “she did it too game” when a muslim client complained about someone eating pork in the room during an activity. We do allow simple food like bread and plain water so it’s a clear violation of our rule. (whether it’s insensitive to Malays, I don’t want to comment)
They even forms their own cliques (we have 5 activity runners in our team) which will take turns to complain about the other side over small tiny “mistakes”. Sometimes they deliberately take away or put certain tools somewhere else to annoy each other. I feel like I have been dealing with a group of primary school kids! I have to set clear and detailed rules like in primary school.
I am embarrassed that I need to be bringing these problems up to my superior because I can’t really stop them and I have to suggest to him to remove them both or one of them from the group. Apparently, my superior have already heard something about them. He have been trying to come up with something that won’t hurt their prides when removing them, afterall, they have are pioneers to the program and helped him out a lot before they fell out.
He also has been planning to expand and separating them.
But these changes probably won’t happen till 2nd quarter next year. Meaning at least 8 more months of childcare
