Shen RuiFu a 54-year-old doctorate degree holder pleaded guilty in court for outrage of modesty.
The incident happened on 12 December 2018 at around 7.40 AM, the MRT was moving from Ang Mo Kio to Bishan Station. The 39-year-old victim felt something scratching in her inner thighs and she grabbed Shen’s hand and shouted for help.
After alighting at Bishan station, a male commuter help apprehend Shen and informed the MRT staff before he was arrested.
The prosecutor for the case wanted a sentenced of 3 to 5 weeks jail, however, Shen’s defence lawyer asks for only 1 week of jail, saying he felt guilty for what he did and even send a letter to apologise to the victim.

For outrage of modesty cases, Terrence Siow has always been used as a benchmark for defence lawyers to get reduced sentences. The defence lawyer argued that Terrence Siao who faced two charges was sentenced to two weeks jail while Shen only received 1 charge.
The judge noted what the defence lawyer said but argued that Dr Shen is a much matured older man.
“There is a considerable difference in age, where Terence Siow was a fairly youthful offender, Dr Shen is an individual who is far more mature in years, and would certainly be expected to know better.” said the District Judge.
Shen was given a sentenced of 18 days jail.
