NEA OFFICERS SMOKING IN SHELTER. WHY NO FINE THEMSELVES?

When we smoke within the so called 5metre radius at shopping centre, you NEA OFFICER catch and fine people, tell us that we got to be 5metre away under the shelter,

so you guys yourself can just smoke right under the shelter and don’t need to follow the rules and regulations just because you are the so called NEA OFFICER????
