Facebook user Ruth Tan recently posted on Facebook on her frustration after her nieghbour from hell have been causing a ruckus every single morning. They would throw rubbish out of their window and spy on their neighbours. They are believed to have a special needs adult child as well.

2.05am: About to fall asleep but was waken up by this extremely loud quarreling from neighbour below. It occurred frequently and its habitual for them to quarrel in the wee hrs. Police have been called many times as they have a special needs young adult who caused nuisances to neighbours. Other than this habitual quarreling, pouring water out of kitchen windows in wee hrs, feeding birds by throwing food item from kitchen window, throwing item such as noodles on neighbours clothing, using pole to pry open opposite neighbours rubbish bin, throwing faces filled paper or unknown liquid at passerby, spying on neighbour opposite their unit etc.
As much as we are empathetic but what to do when you have such neighbour who not only caused nuisances but also putting passerby life at endangerment?
