More than 1.5 million eligible adult Singaporeans will receive up to S$850 in cash starting from 6 August 2025, as part of this year’s GST Voucher (GSTV) scheme, the Ministry of Finance (MOF) announced on 7 July 2025.
In addition, around 690,000 eligible Singaporean seniors will receive up to S$450 credited directly into their CPF MediSave accounts. These payouts are part of the government’s ongoing efforts to support lower- and middle-income households in coping with the rising cost of living.
Eligible Singaporeans can expect the payments to be disbursed automatically, ensuring swift and hassle-free access to the GSTV benefits. The move comes as the government seeks to cushion the impact of GST increases while maintaining social support for vulnerable groups.
Income Threshold Raised, Expanding Eligibility
The MOF also revealed an increase in the assessable income threshold for GSTV eligibility. From August 2025, the income ceiling will be raised from S$34,000 to S$39,000, reflecting the improved incomes of many lower- and middle-income Singaporeans.
This change means more Singaporeans will qualify for the GSTV cash payouts, helping them better manage daily expenses amidst inflationary pressures. The annual value threshold for the recipient’s home remains at S$31,000 as of 31 December 2024, and recipients must not own more than one property.
The government highlighted that these measures are part of its continued commitment to keeping Singapore’s tax system fair and progressive, while ensuring that additional support reaches those who need it most.
Eligibility Criteria for GSTV Cash & MediSave Top-Ups
For the GSTV-Cash payout, eligible individuals must be Singapore citizens aged 21 and above in 2025, residing in Singapore, with an assessable income not exceeding S$39,000 for Year of Assessment 2024. Their home’s annual value should not exceed S$31,000 as of 31 December 2024, and they must not own multiple properties.
For the GSTV-MediSave top-up, eligibility extends to Singaporean seniors aged 65 and above in 2025, who reside in Singapore and meet the same home ownership and annual value criteria. The top-ups will be credited automatically to eligible seniors’ CPF MediSave Accounts, providing additional support for their healthcare expenses.
These measures reaffirm the government’s commitment to social safety nets and enhancing financial security for Singaporeans, especially seniors who may face higher medical costs in their golden years.
