Over 950,000 HDB Households to Receive Rebates up to S$190 in July 2025

More than 950,000 Singaporean households living in HDB flats will benefit from the upcoming U-Save and Service & Conservancy Charges (S&CC) rebates in July 2025, as part of ongoing efforts to ease the financial burden of utilities and estate maintenance for Singaporean families. The Ministry of Finance (MOF) announced on 30 June that these rebates will provide eligible households with financial relief ranging from S$110 to S$190 for U-Save, and up to a full month of S&CC rebates.

These rebates represent the second quarterly payout for the financial year 2025, forming part of Singapore’s permanent GST Voucher (GSTV) scheme and the enhanced Assurance Package introduced to help cushion cost-of-living pressures, particularly for lower- to middle-income households. Households need not take any further action to receive these rebates; they will be credited automatically into the respective utilities and S&CC accounts.

Direct Credits for Ease of Use

For convenience, U-Save rebates will be credited directly into residents’ SP Services utilities accounts, helping to offset monthly electricity, water, and gas bills. Meanwhile, the S&CC rebates will be transferred straight into the relevant accounts managed by each household’s town council, reducing or eliminating charges for estate maintenance services such as cleaning, landscaping, and rubbish collection.

According to the MOF, this support will help Singaporean households manage rising living expenses, especially amid global economic uncertainties and inflationary pressures that have driven up costs of everyday essentials. The rebates aim to ensure continued affordability and financial stability for families living in HDB flats.

Rebates Across Financial Year 2025

Eligible households stand to receive quarterly rebates in April, July, October, and January each year, with total U-Save rebates reaching up to S$760 across the full financial year 2025. Meanwhile, S&CC rebates for FY2025 could add up to as much as 3.5 months of waived charges, depending on flat type and eligibility criteria.
