In a shocking turn of events, Tham Heng Yew, a 31-year-old serial upskirter, has resurfaced barely a year after completing his previous jail term.
He reoffended again, placing his phone inside his shoe after cutting a hole in it, and walking around taking videos of women, according to Channel NewsAsia.
Tham’s criminal history reveals a disturbing pattern that spans ten years. Despite facing legal consequences, he seems unable to break free from his voyeuristic tendencies.
The Latest Incident: A Detailed Account
On 26 May, Tham felt an “urge” to take voyeuristic videos again, and he meticulously prepared for his latest voyeuristic spree, cutting a hole in his shoe and concealing a phone within it, facing the camera lens upwards.
He then proceeded to Jurong East MRT station, where he walked around filming several women by placing his foot under their skirts.
He took videos of at least 12 women near the JEM mall, before heading to a supermarket nearby and targeting another 29-year-old woman.
However, this time he got caught when the woman’s friend noticed that he was placing his foot under the victim’s skirt and confronted him.
In a panic, Tham fled the scene and was chased after by the friend, before being stopped by another passerby outside the mall, who detained him.
He then confessed to his crimes and asked for a chance, but the woman called the police and Tham was then arrested.
Guilty Plea and Previous Convictions
Tham pleaded guilty to two counts of voyeurism, adding to his extensive list of convictions. Delve into his legal history, including a 10-month jail term in 2021 and a previous conviction in 2020.
Prosecutor Jotham Tay advocates for a substantial jail term, citing Tham’s recidivism and the sophisticated nature of his latest offense, highlighting how he has been doing this since 2013.

The judge called for further submissions before sentencing Tham, and the case has since been adjourned to next month.
