POLICE INVESTIGATING 3 EVENTS OF ROAD GATHERINGS WITHOUT A PERMIT

The Police are aware of people and organizations organizing various meetings with plans for vehicles to travel in a convoy at various sites over the holiday weekend.

First Incident

On April 27, 2022, a video surfaced online depicting a convoy of vehicles consisting of prime movers, minibuses, lorries, and other vehicles travelling down Changi Road towards Geylang Road. The event occurred on April 24, 2022, without a Police permit.

Police have identified three individuals, aged 22 to 26, as the organizers. They will be investigated for holding an event on or near the road without a permit.

Second Incident

On 30 April 2022, a video emerged online showing a gathering of automobiles assembled at the open parking outside Decathlon Kallang on 29 April 2022. The police had reacted to the event, and we are investigating it.

A separate report was made by a netizen stating that the premise was left in piles of trash after the event ended.

Third Incident

On April 30, 2022, the Traffic Police (TP) and the Land Transport Authority (LTA) conducted a coordinated enforcement operation against traffic and unlawful vehicle modification offences.

During the operation, a motorcycle convoy was seen travelling down Changi Road towards Geylang Road. TP issued one summons for wearing an unapproved type of protective helmet. 

The LTA found 13 unlawful vehicle modification offences, including inappropriate lighting systems, changed exhaust systems, and the use of non-compliant tinted films.

Two men, aged 22 and 23, have also been identified as organizers by police. They will be investigated for holding an event on or near the road without a permit.

Penalties:

it is an offence to conduct any event on any road or part thereof.  Any person convicted of the offence is liable to a fine of $1,000, or imprisonment of up to three months, or both.

For repeat offenders, they are liable to a fine of $2,000, or an imprisonment term of up to six months, or both.
