PRC Man Charged: Took Off His Clothes & Pee Outside Neighbour’s HDB Flat

A 22-year-old man has been hauled before the courts after he allegedly stripped naked and urinated outside his neighbour’s flat on multiple occasions, in a case that has unsettled residents in a Singapore housing block.

The accused, Chen Shuyang, a Chinese national and Singapore permanent resident, faces charges of committing obscene acts in a public place. Court documents indicate that the incidents took place over several days in July 2025, with the acts captured on a door camera installed at the victim’s unit.

The case has once again placed the spotlight on residential security measures such as home surveillance systems and digital door viewers, which have become increasingly common in HDB estates and private condominiums across Singapore.

Door Camera Footage Exposes Repeated Acts

According to court records, the affected neighbour, a 27-year-old man living one floor below Chen, discovered the disturbing behaviour after checking footage from his main door camera.

In the early hours of July 5, 2025, at about 1.56am, the victim reviewed his camera feed and saw Chen standing naked outside his unit. Alarmed, he examined recordings from previous nights and allegedly found similar incidents occurring at around 3.44am on July 3 and 1.44am on July 4.

A fourth incident was captured shortly before 1am on July 6. Each time, the accused was said to have removed his clothing and urinated at the victim’s doorstep.

Investigations revealed a deliberate pattern. Chen would reportedly take the lift to the seventh floor while clothed in a T-shirt, shorts and slippers. He would then walk to the unit, strip naked and carry out the act before leaving.

Court documents further stated that the unit was specifically targeted because it had a visible door camera, and the accused allegedly derived excitement from the act while attempting to avoid being identified.

Previous Offence And Pending Sentencing

It was revealed in court that Chen had previously admitted to one charge of obscene behaviour in public. During proceedings in February 2026, his lawyer said this was his first time facing charges of this nature in court and that he had cooperated fully with investigators.

The defence also indicated that Chen had expressed remorse and was undergoing counselling. The presiding judge called for a mandatory treatment order assessment, with sentencing scheduled for a later date.

Under Singapore law, anyone found guilty of committing an obscene act in or near a public place may be jailed for up to three months, fined, or both. Legal experts note that beyond criminal penalties, such cases can also impact long-term residency status and future employment prospects, particularly for permanent residents.

As investigations and court proceedings continue, the case serves as a stark reminder of the importance of community vigilance and the role that modern home security technology plays in safeguarding residents.
