PSYCHOTIC MAN WHO SLASHED STRANGER WITH KNIFE TO “FEEL HAPPY”, PLEADS GUILTY

Neo Hong Wei, 23-years-old, pleaded guilty to one count of voluntarily causing hurt to Ms Ong Hui Xian on 23 March.

Neo, who suffers from a psychotic disorder and hadn’t been on his medication for three days, reportedly slashed the 27-year-old woman on her head and body with a kitchen knife.

The incident reportedly happened in September last year at a carpark near Block 412 Choa Chu Kang Avenue 3.

He has since been in remand.

Neo reportedly felt very stressed while he was at home on the day of the incident and thought of doing something bad so that he could “feel better”, thus he took a knife with a 17cm blade from his kitchen and left his home.

Neo made eye contact with Ms Ong at a car park and unsheathed the knife from behind him; to which Ong, who didn’t know Neo, saw the weapon and ran away; Neo then gave chase after her.

Ong then tripped and fell, to which Neo then slashed her head and body repeatedly as she tried to block the blows and protect herself.

Ong then managed to get up and screamed for help as Neo continued to chase after her.

A resident nearby who was an off duty officer heard the screams and saw Neo chasing after the victim with a knife.

So the good samaritan rushed downstairs and borrowed a hoe from a nearby construction site and approached the assailant in the carpark.

He told Neo to drop the knife, to which Neo retorted “why?” before he started slashing his own forearm.

The police offcer then disarmed Neo and tied him up with a rope, with assistance from members of the public.
