National water agency PUB is currently probing a wastewater overflow incident near Bedok Reservoir, which has been traced back to a nearby Build-To-Order (BTO) construction project at Chai Chee Green. The spill, reported on 6 August, caused noticeable water pooling and a strong stench affecting residents near Blocks 619 and 623 Bedok Reservoir Road.
Residents and MP Pritam Singh of Aljunied GRC raised concerns after spotting the overflow and foul smell. According to Mr Singh, the issue is likely due to a blockage in an underground sewage pipe running from the Chai Chee Green BTO site across the Pan-Island Expressway (PIE) to the Eunos division. This blockage led to backflow and discharge at a low-lying inspection chamber near Block 619.
PUB confirmed on 7 August that the source of the overflow was a choked sewer pipe on the BTO construction site. Sand and cement had obstructed a section of the sewer, particularly near two manholes within the worksite. This blockage impacted not only residents around Blocks 619 and 623 but also an industrial building at 502 Chai Chee Lane.
To mitigate the problem, PUB deployed five tanker trucks to pump out the wastewater and has implemented measures to manage the flow during peak hours. Ongoing efforts include clearing the obstruction to prevent further overflow.
During a site visit, Mr Singh acknowledged PUB’s collaboration with the main contractor, LS Construction Pte Ltd, and the Housing & Development Board (HDB) to divert wastewater to unaffected manholes. Construction workers have also been assisting with traffic management in the Eunos area.
PUB has pledged a full investigation into how the blockage occurred and will take enforcement action if necessary to prevent future incidents.
