RESIDENT WRITES NOTE TO UPSTAIRS NEIGHBOUR WHOSE WET CLOTHES DRIPPING

A resident who is presumably living in a HDB unit, wrote a public notice to his/her upstairs neighbour(s), calling them out for their wet clothes.
